中國一點都不能少：科普南海仲裁.

　　這兩天相信大家都被微博和朋友圈上的南海仲裁話題刷屏了，今天小編就帶大家來看看整個事件的始末。

　　The Arbitral Tribunal, appointed by the Permanent Court of Arbitration in The Hague, announced on Tuesday that China has no "historic title" over the South China Sea.

　　由海牙常設(shè)仲裁法庭主導的仲裁庭在周二宣布中國并不具備對中國南海的“歷史性權(quán)利”。

　　Beijing issued two statements immediately after the arbitration ruling was announced. Noting thatChinese activities in the South China Sea date backmore than 2,000 years, one statement pointed out that China is the first to have discovered, named, explored and exploited the South China Sea Islands and surrounding waters.

　　仲裁案的決議公布后，北京立即發(fā)出兩條聲明，強調(diào)中國在南海的活動可追述到2000多年前。其中一條聲明指出：中國是第一個發(fā)現(xiàn)、命名、探索以及開發(fā)南海諸島與周邊水域的國家。

　　The Foreign Ministry Wang Yi said in a statement that the ruling "is null and void and has no binding force".

　　外交部長王毅指出：此仲裁庭的決議案“是無效并且沒有約束力的”。

　　China has always respected international laws and justice and kept toa path of peacul development, Xi said. Maritime disputes should be resolved though direct negotiations on the basis of respecting historical facts andin line withinternational laws, he added.

　　習近平指出：中國素來尊重國際法與國際正義，并且堅持走和平發(fā)展路線。他還指出：海上爭端應該經(jīng)由以尊重歷史事實和遵守國際法為前提的直接協(xié)商來解決。

　　Premier Li Keqiang, while meeting with Tusk (President of European Council) and Juncker (President of European Commission), called on Europeans to insist on justice andremain neutralon the issue.

　　總理李克強在與歐洲理事會主席圖斯克以及歐洲委員會主席容克會晤時，號召歐洲堅守正義立場并在南海問題上保持中立。

　　What Is the Permanent Court of Arbitration

　　The Permanent Court of Arbitration (PCA) is an intergovernmental organization located at The Hague in the Netherlands. The PCA is not a court, but rather an organizer of arbitral tribunals to resolve conflicts between member states. It should not be confused with the International Court of Justice, a separate institution.

　　此常設(shè)仲裁法庭(PCA)是一個位于荷蘭海牙的政府間組織。PCA并不是個法院，而是一個通過設(shè)立仲裁庭來解決成員國間爭端的組織。

　　This Arbitral Tribunal was conducted by 5 judges. (One from Germany, one from France, one from Netherlands, one from Poland, one from Ghana)

　　此次仲裁案有5為仲裁員，一位來自德國，一位來自法國，一位來自荷蘭，一位來自波蘭，一位來自加納。

　　China noted that: the composition of an international court must represent all the major cultures and every major genealogy of law in order to ensure its authority. None of the 5 judges comes from Asia, let alone from China. So this Arbitral Tribunal is not justified.

　　中國指出：國際法院的組成必須代表世界各大文化和主要法系，其目的是確保法庭有權(quán)威性;而此次的五位法官沒有一位來自亞洲，更沒有一位來自中國，因此這次的決議不具備公正性。
