【新詞新意】氣候融資climate financing.

　　多哈氣候大會(huì)第一階段已經(jīng)結(jié)束，除形成幾個(gè)類(lèi)似談判紀(jì)要的文本外，并無(wú)實(shí)質(zhì)性進(jìn)展。

　　Developing countries have submitted a proposal for a mid-term financing target for 2015, which is meant to ensure that the $100 billion a year in climate financing that developed countries have pledged to provide by 2020 in climate financing is guaranteed.

　　發(fā)展中國(guó)家提出的2015年中期融資目標(biāo)意在確保發(fā)達(dá)國(guó)家承諾的到2020年前實(shí)現(xiàn)每年1000億美元的氣候融資能夠到位。

　　Climate financing就是“氣候融資”，指發(fā)達(dá)國(guó)家承諾通過(guò)征收碳稅(carbontax)、國(guó)際運(yùn)輸稅(tax on international transport service)和金融交易稅(financial transaction tax)，以籌集資金，幫助發(fā)展中國(guó)家應(yīng)對(duì)氣候變化。

　　在第一階段的會(huì)議中，有關(guān)《京都議定書(shū)(KyotoProtocol)》的第二承諾期(second commitment period)等重要議題都沒(méi)有實(shí)質(zhì)性進(jìn)展。
