黨內(nèi)法規(guī) Party rules.

　　5月27日，經(jīng)中共中央批準，《中國共產(chǎn)黨黨內(nèi)法規(guī)制定條例》及《中國共產(chǎn)黨黨內(nèi)法規(guī)和規(guī)范性文件備案規(guī)定》對外公布。

　　這兩部法規(guī)被視為中國共產(chǎn)黨促進內(nèi)部管理、加強黨內(nèi)監(jiān)督的重要舉措。

　　此次公布的兩部法規(guī)是中國共產(chǎn)黨(the Communist Party of China，CPC)的黨內(nèi)法規(guī)，可簡稱Party rules/regulations，一部有關黨內(nèi)法規(guī)的制定(formation of Party rules)，規(guī)定了有權起草、審批、公布、修訂以及清理黨內(nèi)法規(guī)的黨組織(party organs are authorized todraft, approve, publish, amend and abolish party regulations)以及制定法規(guī)時應遵循的程序(what procedures they should follow)。另一部則有關黨內(nèi)法規(guī)的備案(putting Partyregulations on records)。法規(guī)同時規(guī)定要編制黨內(nèi)法規(guī)制定工作五年規(guī)劃和年度計劃(theCPC should have both annual and five-year plans for drafting and amending partyrules)。

　　北京大學法學院教授姜明安表示，這兩部法規(guī)的公布表明新一屆黨的領導集體希望通過規(guī)范黨內(nèi)法規(guī)的制定從嚴治黨(tighten up internal management)，防止法規(guī)制定過程中的隨意性(preventing randomness in this aspect)。此次發(fā)布的《制定條例》是在1990年公布的一部暫行條例(temporary regulation)基礎上修訂產(chǎn)生的。
