【新詞新意】網(wǎng)絡(luò)也要“身份管理”.

　　十一屆全國人大常委會第三十次會議24日在北京舉行，大會聽取了關(guān)于《加強(qiáng)網(wǎng)絡(luò)信息保護(hù)的決定(草案)》的說明。草案在保護(hù)公民個人電子信息、治理垃圾電子信息、網(wǎng)絡(luò)身份管理等方面做了規(guī)定。

　　The draft decision proposes the adoption of an identitymanagement policy requiring Internet users to identify themselves to service providers, includingInternet or telecommunications operators.

　　決定草案提出身份管理政策，要求用戶向網(wǎng)絡(luò)或電信運(yùn)營商提供真實(shí)的身份信息。

　　Identity management就是“身份管理”，這里特指的“網(wǎng)絡(luò)身份管理”為online identitymanagement，可在后臺進(jìn)行(be conducted backstage)。決定草案規(guī)定， 國家保護(hù)能夠識別公民個人身份(determine the identity)和涉及公民個人隱私(personal privacy)的電子信息(digital information)。任何組織和個人不得參與竊取或出售個人電子信息(tht or trading ofpersonal digital information)的活動。

　　個人電子信息被泄露后可能導(dǎo)致的情形有identity tht(身份竊取)、bank account tht(銀行賬戶被盜)，以及online fraud(網(wǎng)絡(luò)詐騙)等。
